Monroe, a Michigan native, arrived in Florida via Washington, D.C. in 1973 where he had worked for George Romney, Dick Cheney and Don Rumsfeld in the White House in real estate related positions. Monroe had previously graduated from Williams College, Oxford University and Harvard Law School, where he focused on economics and commercial real estate.

In 1974, Monroe became a Florida Real Estate Broker, member of the Florida Bar and Florida Class A General Contractor, working with Charles Rutenberg at U.S. Home Corporation.

Monroe has developed or sold over 65 commercial properties of all product types throughout Florida and surrounding states - primarily retail and office properties. Monroe and Rutenberg developed Northwood Plaza, 280,000 square foot fashion convenience retail /office center in Clearwater, Florida. It initially featured a Jacobson's department store (personally leased by Monroe), and 90,000 sf of office space. More recently Monroe, as receiver, property manager and leasing director, renovated and leased Northwood Commons, a retail/office center in Safety Harbor, Florida. The project received the City of Safety Harbor's 2014 award of excellence.

Monroe has over 5,000 commercial broker and buyer connections nationwide, specializing in retail, office and multifamily properties. He is a strong proponent of broker cooperation as a key method of obtaining the best sales prices and leasing rates for owners.

Monroe served as CEO of the Resolution Trust Corporation (RTC) Oversight Board under Presidents Bush and Clinton. His Board members included Treasury Secretaries, Brady and Bentsen, Fed Chairman, Greenspan and HUD Secretary, Kemp. Monroe is credited with jump starting the commercial mortgage backed security (CMBS) industry while at the RTC, saving taxpayers an estimated $60 billion by the securitization of over $300 billion in commercial mortgages. He later served as Executive Director of the Urban Land Institute Foundation, while earning a ULI certification in Commercial Real Estate Finance. He also served as a Director of Republic Bank in Clearwater.

He is a member of the International Council of Shopping Centers, the Florida Board of Realtors, and the Florida committee vice chairman of the Florida Bar for whom he has recently spoken on Florida receiverships, and on the causes of the global economic meltdown.
